Il n'y a pas de belle fte sans lendemain.


Quand les Romains clbroient des ftes publiques, telles que les
_saturnales_, elles duroient plusieurs jours; il n'toit pas permis
pendant ce temps de traiter aucune affaire, d'exercer aucun art,
except celui de la _cuisine_: toutes les distinctions de rang
cessoient alors; jusques-l les esclaves pouvoient impunment dire 
leur matres tout ce qu'ils vouloient. La fte de la patrie, que nous
clbrons depuis le 14, ne nous reprsente-t-elle pas la mme image?
Ne regne-t-il pas par-tout cet esprit de libert qui confond tous les
rangs? Ne voit-on pas de tous cts les Parisiens s'empresser de
recevoir  leurs tables les dputs des provinces? Par-tout l'on fait
des libations sur l'autel de la patrie & de la libert; l'on chante,
l'on danse comme  Rome dans toutes les places publiques. Aujourd'ui
l'on doit encore donner une fte  MM. les dputs. Le
commandant-gnral doit rassembler les phalanges parisiennes au champ
de Mars, les passer en revue, leur faire faire diffrentes volutions
pour les exercer  l'art de dfendre la patrie, comme faisoient
autrefois les Romains dans leur champ de Mars. Je ne doute pas que
MM. les Parisiens, qui ont montr tant de courage depuis la
rvolution, ne veuillent adopter l'ducation pratique  Rome; qu'ils
n'envoient leurs enfans essayer leurs forces en faisant revivre les
jeux du ceste, de la lutte, du pugilat, de la natation.

La Seine est au bord de notre champ de Mars, comme le Tibre l'toit
de celui des Romains. Enfin tout semble nous prsenter la mme
conformit. Quand les troupes auront fait leurs manoeuvres, on doit
faire partir un superbe ballon aux couleurs de la nation: il sera
attach de maniere qu'on puisse le promener tout-autour du cirque,
afin que tous les spectateurs puissent le voir; ensuite on en fera
hommage  la patrie, en le posant sur son autel. Alors deux ou trois
braves aronautes monteront dans la nacelle, & entreprendront le
voyage des airs; ils iront savoir si les peuples qui habitent la lune
sont libres; & s'ils ne le sont pas, ils leur laisseront la
dclaration des droits de l'homme, qui fait plir les tyrans.

On ne peut mieux clbrer la fte de la nation, qu'en tchant de
perfectionner un art dont la dcouverte fait honneur  la France, et
va peut tre reculer les bornes de l'esprit humain: une musique
militaire clbrera le dpart de ces hardis navigateurs, qui se
sacrifient pour le dveloppement des sciences. Quand une fois l'on
aura perdu de vue le ballon, l'on procdera au dpcement d'un ambigu
lacdmonien. Il est inutile de peindre la joie qui rgnera dans ces
nces de la libert. Les tosts ne seront pas pargns; le bon Sylne
prsidera la fte. Des tables nombreuses seront places a et l dans
les alles qui entourent le champ de la Libert et dans les
Champs-lyses; aprs le dner, l'on donnera sur la Seine une jote,
espece de petit combat naval, o l'on livrera un assaut, o l'on fera
plusieurs dcharges: on arborera sur les petits batelets le pavillon
aux trois couleurs, devenu le pavillon franais. Il y aura un
vainqueur, et il sera couronn et port en triomphe, pour donner de
l'mulation aux jeunes athletes. Tout le monde s'attend  voir
couronner les braves _Hulin_, _Humbert_, _Arn_, qui ont mont les
premiers  l'assaut de la Bastille: en vain les demandions-nous
le 14; ils toient confondus dans la foule; d'autres recevoient des
honneurs qu'eux seules mritoient. Ils ne seront pas, nous osons
l'esprer, clipss par l'clat de la royaut; comme le 14, o l'on
n'a vu que le roi dans toute la fte, et non la nation.

Le soir, il y aura grande illumination aux Champs-lyses & de Mars,
o tout le peuple dansera; & afin que tous les citoyens soient  mme
de se divertir, il y a plusieurs endroits destins  ce plaisir.
D'abord les Champs-lyses fournissent un grand emplacement; ensuite
on dansera dans la magnifique rotonde de la halle, qui est peut-tre
l'endroit le plus commode & le plus beau pour ces sortes de ftes: on
a t occup plusieurs jours  la dcoration de cette enceinte, qui,
illumine avec des lampions de diffrentes couleurs, flattera
agrablement la vue. Il tiendra -peu-prs soixante mille ames, comme
ce cirque que _Pompe_ avoit fait btir, dans lequel il tenoit cent
mille Romains. Il y aura diffrens buffets destins  mettre les
rafrachissemens les plus exquis, il parot qu'on dansera aussi  la
Ville, qui doit tre pour les bons Franais un lieu sacr, quand ils
se rappelleront que c'est l qu'ils ont form leurs premiers voeux
pour la patrie, que c'est l que les lecteurs ont montr tant de
courage & de fermet pour la chose publique. Le comit de la
Fdration a eu une belle ide, en proposant de danser sur les ruines
de la Bastille: voil certainement le bal qui sera le plus frquent,
celui qui sera donn sur un terrein qu'il faut purifier de toutes ses
souillures, dont il faut enfoncer la terre en la frappant du pied. Il
faut avant d'y lever le temple de la libert, en chasser les
exhalaisons du despotisme, par nos chants, nos danses, nos actions de
graces.

La fte ne seroit pas complette s'il n'y avoit un feu d'artifice:
aussi le comit de la Fdration nous a-t-il annonc qu'on feroit
partir sur le soir une girande au pont-neuf, ce qui fera un bel effet
du pont-au-Change & du pont-royal, pourvu que le mauvais temps ne
vienne pas, comme le 14, troubler tous nos projets. Je suis persuad
que quelque considrable que ft la pluie, elle ne refroidiroit
jamais le patriotisme de nos dputs, ni celui des Parisiens, dont
l'ardeur s'est toujours soutenue; mais elle teroit au plaisir tout
son agrment & toute sa vivacit. Je suis tonn que le comit de
Fdration n'ait pas fait faire au milieu du champ de Mars une
vritable Bastille, qu'on auroit attaque, sur les murs de laquelle
on et couronn ceux qui ont risqu leurs jours pour la dtruire. Il
me semble que c'toit-l la vritable maniere de rcompenser ces
hros inconnus, d'inspirer de la vnration pour les belles actions,
de les propager; l'envie, ni la jalousie n'eussent pu s'y opposer, &
le mrite et t rcompens. Mais ce qui est diffr n'est pas
perdu, pour parler proverbialement; la commune peut encore donner
cette fte; car je crois que MM. les dputs resteront ici pendant
l'octave de la fte de la nation. Pourquoi ne clbrerions-nous pas
aussi la petite fte de la nation? On ne sauroit trop graver dans
toutes les ames les principes de la libert & du patriotisme, & ce
n'est pas trop que de leur consacrer une semaine sans partage.

Que dans ces jours de fte on entende retentir de tous cts les mots
_patrie_, _constitution_, & ne nous occupons qu' prserver de toutes
atteintes, mmes impartiales, la libert que nous avons eu tant de
peine  conqurir.

TABLISSEMENT
D'UNE COMPAGNIE
AERONAUTIQUE.


La dcouverte immortelle de l'Arostation, aprs avoir occasionn un
dlire universel, a t abandonne avec une indiffrence presque
aussi tonnante que la dcouverte elle-mme. Les Savants & les
Artistes se sont occups, pendant un an ou deux, des moyens propres 
diriger, dans les airs, ces superbes machines. Le peu de succs de ce
qui a t tent, & peut-tre le peu de raison de ce qui a t dit,
ont fait croire que le problme toit insoluble, & que l'Arostation
seroit ternellement un jeu brillant, dangereux & dispendieux sans
aucune utilit.

Je viens dmentir un prjug adopt avec trop de prcipitation. Je
viens prsenter  mes Concitoyens le fruit de plusieurs annes de
rflexion sur le plus tonnant & le plus magnifique des Arts. Aprs
avoir parcouru la sphre des moyens compliqus que prsente la
Mchanique, je suis descendu  des lmens simples, & d'une vrit si
frappante qu'elle peut tre reconnue par ceux-mmes  qui les
Sciences sont le moins familires.

Je propose deux moyens de direction, qui pourront tre employs
sparment ou simultanment, &  l'aide desquels on pourra
transporter, o l'on voudra, des fardeaux normes, & entreprendre,
sans de grandes fatigues &  peu de frais, les voyages les plus
lointains, & mme le tour du monde sous toutes les latitudes.

Je ne m'tendrai point sur l'importance de cette dcouverte, & sur
l'influence qu'elle doit avoir sur les Sciences, le Commerce & les
Arts: il est des vrits tellement palpables qu'elles n'ont pas mme
besoin d'tre indiques.

La FRGATE ARIENNE que je me propose de faire construire cotera,
tout au plus, 80,000 livres, y compris tous ses accessoires. J'ai
mme lieu de croire que cette dpense n'excdera pas 60,000 livres.

J'ouvre une Souscription, dont voici les conditions.

Il y aura 160 actions.

Chaque action sera de 500 livres.

Chaque action donnera au Propritaire sance & voix dlibrative.

Le Propritaire de deux actions aura deux voix.

Le Propritaire de quatre actions aura trois voix.

Le Propritaire de huit actions aura quatre voix.

Le Propritaire de seize actions aura cinq voix.

Aucun Actionnaire ne pourra avoir plus de cinq voix, en quelque
nombre que soient les actions qu'il runira.

Tout Citoyen qui voudra souscrire pour une ou plusieurs actions, se
transportera chez M. GIRARD, Notaire, rue S.-Martin, N 168, & y
dposera la somme ou en espces ou en billets de Caisse ou en
assignats.

Il pourra se contenter de signer une soumission de dposer avant le
premier Juillet prochain; mais, en cas de concurrence, les
Dpositaires effectifs seront prfrs aux Soumissionnaires.

Si,  l'poque du premier Juillet, la souscription n'toit pas
remplie, du moins jusqu' concurrence des deux tiers, il en seroit
donn avis aux dpositaires, & les sommes dposes leur seroient
rendues.

Aussi-tt que les quatre-vingt mille francs seront raliss, il en
sera donn avis aux Actionnaires par une Circulaire, portant
convocation pour la premire Assemble.

Dans cette premire Assemble, il sera nomm trois Commissaires qui
seront pris, soit dans le sein de l'Assemble, soit parmi les
Membres de l'Acadmie des Sciences.

M. Girard tant inform du rsultat, le fera savoir  l'Auteur qui
alors dvoilera aux trois Commissaires, sous le sceau du secret, sa
thorie sur la Navigation Arienne.

Les Commissaires donneront leur avis  la Compagnie, sans le motiver,
& se contenteront de dire si la thorie leur a paru raisonnable ou
non.

En cas d'affirmative, les Actionnaires seront lis.

En cas de ngative, la Compagnie se dissoudra.

Dans le premier cas, la Compagnie, aprs s'tre organise, adressera
une Ptition  la Commune de Paris,  l'effet d'obtenir son
autorisation & la jouissance de l'emplacement ncessaire pour la
construction de la Frgate & les expriences prliminaires.

Il sera pass, entre la Compagnie & moi, un Contrat de Socit, aux
conditions qui seront avises entre nous, & notamment aux conditions
suivantes:

Il sera annex au Contrat de Socit un tat, par apperu, des
dpenses qu'entranera l'excution de mon Projet.

Tous les devis & marchs, tous les achats, & gnralement tout ce qui
concernera les dtails conomiques de la construction, seront faits
par les Officiers dlgus  cet effet par la Compagnie.

Je ne me rserve que le droit de diriger, sans contradicteur,
l'excution de mon Plan.

La Compagnie sera seule propritaire de toutes les machines &
matriaux.

Dans le cas o, contre toute apparence, les frais de construction &
autres dbourss prliminaires, excderoient quatre-vingt mille
livres, la Compagnie dcideroit, _ la pluralit des voix_, s'il y a
lieu ou d'abandonner l'Entreprise ou de procder  un appel des
Actionnaires,  l'effet d'une nouvelle contribution.

Cette nouvelle contribution pourra avoir lieu jusqu' concurrence
d'_un cinquime seulement_.

Mais, dans le cas o il seroit question d'une contribution plus
considrable que celle de cent livres par action, en ce cas, les
Actionnaires refusans _ne seront pas lis par la pluralit des
suffrages_; & chaque individu sera libre de retirer ses deniers, ou,
 dfaut de paiement, de provoquer la vente des fonds de la
Compagnie.

Je ne me permettrai qu'une seule rflexion sur la nature de
l'tablissement que je propose.

En cas de russite, le bnfice est incalculable.

En cas de non-russite, les Actionnaires n'prouveront que la perte
de la main-d'oeuvre, & cette perte sera plus que compense par la
contribution qu'on exigera des Spectateurs qu'attirera le desir de
voir la Frgate & les expriences prliminaires.
